My understanding from reading a long and dry book on Ulster immigration is that South Carolina by the mid 18th century had its white population vastly outnumbered by slaves and injuns and basically just advertised in Ireland to come over and get land. So I don't think there were applications. My ancestor showed up, put his x on the signature line, and got land in the Dutch Fork of South Carolina.
